Is this good at all? Is a laptop that has been refurbished and recertified good? and what does it mean when it says 3 gb memory and 3GB HDD? is that enough space to hold all the programs I might install and all the documents?

There is no Windows installed on this computer ("no OS"), so unless you have a windows CD and license it may not be good for you at all!
3gb of Memory is referring to ram - which in short transaltes into speed -, the 320gb HDD is the actual hard drive where you can store your files. It should be plenty of space for programs and documents.
If you have tons of high resolution videos then it may be worth it to buy an additional hard drive from amazon to hold your videos.
In short its a very basic computer that should not cost you more then $275 if the price is higher then move on.
OfficeDepot has a lenovo laptop for approx $375 that is way better.
